The Four UAE Motorcycle Plate Categories

1. Private motorcycles

Personal use, rear plate only. This is the standard commuter, weekend-rider, or hobby-bike setup. Fees and rules match everything else in this guide.

2. Commercial / rental motorcycles

Rental fleets, tour operators, and vehicles used to generate direct revenue. Registered under a company's trade licence and traffic file. Additional inspection and insurance requirements apply.

3. Delivery-service motorcycles

This is the fastest-growing category and the one where 2025 and 2026 have brought the biggest rule changes. Any company-operated delivery motorcycle — Talabat, Deliveroo, Careem NOW, Careem Bikes, InstaShop, Noon Food, and their franchisee equivalents — falls here. Since 1 November 2025, this category has two hard requirements:

  • Two plates — one on the front, one on the rear. Both must show the same registration.
  • Category code (9) — the delivery category is identified by a "9" code on the plate so that traffic officers, ANPR cameras, and RTA enforcement can distinguish it at a glance.

4. Government and diplomatic motorcycles

Police escort, Civil Defence, and diplomatic-mission motorcycles use their own coloured plates (blue and white variants respectively). These are not available for private purchase and do not appear on the secondary market.

Two things are worth flagging for a first-time buyer: the AED 260 registration is lower than a car (AED 420), and the AED 25 short plate is an order of magnitude cheaper than a premium car plate blank. The moto plate has the least sticker shock of anything the RTA issues. It's the total cost of ownership — insurance, kit, riding gear — that dwarfs the plate side, not the plate itself.

Mounting Rules — Front + Rear or Rear Only?

Two separate 2025 changes together reset how a delivery bike operates in Dubai:

Lane restrictions (since 1 November 2025)

On any road with five or more lanes, company-operated delivery motorcycles are prohibited from using the two leftmost lanes. This routes delivery flow into the right-hand lanes, away from higher-speed passing lanes. Enforcement is via traffic-camera ANPR — this is exactly why the front plate matters.

Dual-plate + code (9) requirement

Every company-operated delivery motorcycle registered from that date carries both plates, and the category code (9) appears on both. Existing delivery fleets were given a compliance window that closed in early 2026.

Fifth-year renewal option (from 14 February 2026)

The RTA introduced an optional inspection standard that lets qualifying delivery motorcycles renew for a fifth year. Bikes must pass a stricter safety inspection to qualify, which is designed to let delivery companies extend fleet life without compromising road safety.

What this means if you're running a fleet

  1. Every new delivery bike ordered post-Nov 2025 must be spec'd for a front plate bracket. Aftermarket fenders and delivery boxes that don't accommodate front-plate mounting are non-starters.
  2. Plate replacement cost per bike is now effectively doubled (two plates instead of one) if you damage a plate — budget accordingly for accident replacement.
  3. The fifth-year renewal is not automatic. It's a per-bike decision at the four-year mark, requiring passing the enhanced inspection.

How to Register a Motorcycle in Dubai — Step-by-Step

Documents you'll need on hand

  • Emirates ID (residents) or passport + valid visa (non-residents opening a Dubai traffic file)
  • Motorcycle purchase invoice or sales agreement
  • Proof of ownership (dealer bill, previous owner's registration, or customs release for imports)
  • Valid insurance certificate (third-party minimum) for the motorcycle you're registering

Where to register

Any Dubai RTA Customer Happiness Centre — Umm Ramool, Al Barsha, or Deira — handles new motorcycle registrations in person. Renewal can be done online via rta.ae or the Dubai Drive app once the initial file is open. Non-Dubai emirates use their respective traffic-authority centres (TAMM in Abu Dhabi, Sharjah Roads & Transport, and so on).

  1. Submit documents at the counter. Staff verifies your ID, insurance certificate, and ownership proof.

Renewal, Inspection, and the 2026 Fifth-Year Rule

The annual renewal loop

A motorcycle registration is valid for 12 months. Renewal requires either a current passing MVPI (Motor Vehicle Periodic Inspection) or an exemption if the bike is under 3 years old. Renew via the Dubai Drive app, rta.ae, or in person at any RTA-affiliated inspection centre.

The 14 February 2026 optional standard

Historically, delivery motorcycles were capped at four years of registration before being retired from delivery service. The February 2026 optional standard extends this to five years for bikes that pass a stricter safety inspection. This is a fleet-economics change — for a delivery company running hundreds of bikes, one extra year of service life per bike is a meaningful capital-efficiency win.

What this doesn't change

Private motorcycles are unaffected. The fifth-year rule targets delivery use specifically. If you own a private motorcycle, the renewal cycle stays annual and standard as it has been.

Transferring a Motorcycle Plate

Two separate transfer scenarios:

Transferring the bike to a new owner (plate stays with the bike)

Standard used-motorcycle sale. Buyer and seller meet at any RTA Customer Happiness Centre, sign the transfer forms, pay the transfer fee (~AED 350), and the bike + plate is re-registered to the new owner. The plate stays mounted, only the ownership record changes.

Transferring the plate to a new bike (plate stays with the seller)

Lost, Stolen, or Damaged Plate — The 24-Hour Playbook

  1. File a report at the nearest police station within 24 hours — this is a legal requirement for a stolen plate and creates the paper trail needed for the replacement.
