Who can legally own a UAE number plate

The single biggest myth is that a plate is tied to a UAE residence visa. It isn't. In the RTA system a plate is tied to a Traffic File — a registration record that individuals, companies and, crucially, non-residents can hold. Residency simply makes opening that file easier; it is not the thing that grants ownership.

The Traffic File (UID): the real key, not residency

A Traffic File — sometimes called a UID (Unified Identity Number) in the RTA and MOI systems — is the record every vehicle and plate in the UAE is registered against. Think of it as your file in the traffic system, independent of any visa. A resident's Emirates ID is linked to one automatically; a non-resident opens one deliberately.

What a non-resident needs to open one

• A valid passport — your primary ID in place of an Emirates ID.
• A UAE point of contact — a local address or a representative who can act on the ground.
• Identity verification — completed in person or through an authorised service centre / typing office when the file is opened and again when a plate is transferred.

Distance is a scammer's best friend. When you can't inspect anything in person, a photo of a plate and a WhatsApp number are trivially easy to fake. The good news: every remote-buyer scam we've seen fails the same four checks.
